Even in the largest of networks, not all interfaces are used right away. Which is good for future network expansion. Rathen than encountering down time in order to confirue a replacement down the line.

However, until the time comes to expand, any un-used interfaces should be placed in a VLAN that don't go anywhere. Sometimes known as a "Parking", "Dormant" or "Unsed" VLAN.
